My dear Mr. Johnson:
Yours of the 8th is before me. There is no way to advance the matter of which you write, in regard to the Yosemite Park, unless it be byway of amendment to a bill already pending in Congress. That, in my judgment, will be the only way at all likely to succeed, as new bills of this nature, at this session of Congress will be very apt to fail for want of time to consider them. It is to be regretted that the Department is not able to act in support of measures which it recommends. It would be deemed unusual and be so criticised as to lead to adverse action by some. Moreover, the Secretary and his assistants have no time to devote to such business as their daily work in the department is so engrossing, You may be sure, however, that I would be glad to consult with you or any one, with a view to restoring the Yosemite Park to its proper condition and relation to our government.
