StewartPres Mt Whitney Club.Dear SirI am very sorry that lack of personal knowledge of the matter referred to in Congressman Needham's telegram to you Nov. 21st makes me useless as a giver of the reasons for the retention of Captain Andrews which the President requires. As far as I know all the army officers who have been detailed as Park Superintendents have done their duty faithfully & with admirable results.
