Muir briefly reviews San Francisco's several attempts to take over Hetch Hetchy, all of which had heretofore been rejected. He writes: "Encouraged by the change of administration in Washington the city is again asking Congress for this priceless wonderland.... The city has been persistently working in Washington for months with unlimited financial backing at its command and is now striving to rush the Hetch Hetchy Raker Bill through at scandalous speed without allowing time for the people, the owners of the park, to be heard in its defense." Muir urges every person to protest "the dangerous precedent of destroying and turning to commercial uses the parks dedicated to the people."
