Abstract

Matt Equinoa Park in Stockton, California, comprises seven acres that have remained undeveloped for over twenty years. The surrounding neighborhood faces significant geographic and infrastructure barriers, particularly the Pacific Union Railroad tracks, which isolate residents and prevent access to park space within a one-mile radius. The lack of access to park space shows a significant deficiency in municipal standards. The City of Stockton’s general plan requires three acres of parkland per 1,000 residents; the neighborhood surrounding the project does not meet the benchmark due to the undeveloped land at Matt Equinoa Park. This design addresses the current athletic infrastructure gap at Benjamin Holt Preparatory Academy, where the soccer team travels 15 minutes to Lodi for practice due to the lack of on-site fields.

The expansion of the park transforms 7 acres of underutilized land into a cohesive extension of the existing Matt Equinoa Park. TSL Engineering will provide comprehensive design services including a complete Site Layout, Grading Plan, a Storm Water Management Plan integrated with Low Impact Development (LID) strategies. Our Structural services focus on the design of two octagonal wood-framed gazebos and their reinforced concrete spread footings. To ensure project viability and environmental compliance, our technical deliverables also include Quantity Takeoffs, Life-Cycle Cost, Demolition, Risk Analyses, and a Sustainability assessment. The physical construction of the proposed amenities including the softball field, two regulation sized soccer with LED lighting and bleachers, connecting pedestrian pathways, and the Gazebos remains outside our scope of work. Ultimately, our contributions aim to provide Stockton with a long-term sustainable landmark to promote active lifestyles, incorporate recreational sports leagues, and to add value to the community and schools around.
