Abstract
A resiliency hub or resiliency center is a designated space where residents can access essential needs such as water, non‑perishable food, and shelter during natural disasters like floods, storms, and fires. The purpose of this SPA research project was to conduct the foundational research and design work needed for Little Manila Rising to create a Resiliency Hub. The Little Manila Resiliency Hub will be located at the Little Manila Rising Center (LMR) in Stockton. The project emerged from a key issue identified in Community Resiliency Collaborative (CRC) meetings, where Stockton and nearby residents voiced their concern for the lack of a central location to receive support during natural emergencies. To better understand community needs and include those unable to attend meetings, a survey with targeted questions about the hub’s design was created, printed, and shared widely. Community responses helped shape what the resiliency center should look like and what services it should offer during emergencies. After collecting responses, additional research was conducted using resources such as the Urban Sustainability Directors Network’s Resilience Hub Guidance, FEMA’s Community Preparedness Facilitator guide, and Austin’s Resilience Hub Toolkit. These materials supplemented community input and informed the development of resources for the resiliency hub plan. They will also guide the creation of safety materials, including an LMR emergency response guide, and support decision-making about what the hub should include. A short, social‑media‑style presentation will also be produced to educate residents about what a resiliency hub is and how it can benefit the community. This outreach will give community members another opportunity to voice concerns and share how the center can best support them.
