General Education vs. Vocational Education: A Study of the Relationship Between Media Agenda and Public Agenda of Vocational Education in China

Abstract

The revised Vocational Education Law of the People's Republic of China was passed and formally implemented in May 2022, for the first time determining the status of vocational education as equal to that of general education, and the topic of general and vocational streaming after the entrance examination for High School has once again triggered a heated debate on the Internet. Based on the theory of network agenda setting, this study takes the communication of "vocational education" on Sina Weibo of China as an example to carry out a localized study of network agenda, in order to explore the relationship between media agenda and public agenda of vocational education. The study found that the media agenda network of vocational education on Sina Weibo was not effective in influencing the public agenda network. Based on the research data, it is suggested that the media should construct a constructive news framework in the four aspects of "public-oriented, program-oriented, future-oriented, and action-oriented" in order to play an effective role in moderating between the policy agenda and the public agenda.
