Dear Mr Colby,
The Phelan forces seem according to Call dispatches to be actually making some headway. I have written to the President, but it might be well to telegraph to Garfield on the part of the Club requesting time to show after competent & disinterested examination that the claim made by the proponents of the Phelan scheme that Hetch Hetchy is the only pure & adequate source of supply for the city that is now available is utterly preposterous & without any foundation in fact. And therefore that no promise of any sort, of H. H.y - for a reservoir site now or in the future shoul[d?] be made to the City. Lake Eleanor & Cherry Creek sites on the northern tributaries of the Tuolumne basin are purer than the H H drainage & amply sufficient for a hundred yrs etc.
