Dear Muir:
I have just heard from a business man of San Francisco that the attack on the Hetch Hetchy is a bluff to advance the Spring Valley water Co's scheme. He was very sure of it.
A few days ago I sent to the Secretary of

the Interior a formal protest against granting the privilege desired and I hope to be able to stir up some opposition through the press.
