My dear Muir-
When the proper time comes [we?] look into the matter very carefully. I know nothing about it now except in a very general way. Undoubedly there will at some time or another, be several alternative schemes of water supply submitted to the votes. As matters now stand I am only here till the first of the year, and nothing can be done by that time.
