My dear Muir,
The forest reserves are all right, but I cannot help thinking that one reason why they are all right is that the Republicans have (apparently) excluded them from the operation of the civil-service law; that is, they are going to use the forest service as a Republican electioneering force. I shall write to McKinley very soon on the subject.
Lacey, who has been a great friend of the reserves, says that the civil-service examination is not the way to get the best man; but we know that the other way is the way to get the worst men.
Please lot me know as soon as you can when you are coming East ---as Sargent tells me you are, and what you are going to do. I have not made any arrangements for my vacation yet and possibly we can do something together; and perhaps ring in Burroughs and Pinchot. Sargent said something to me about a North Carolina trip. Do give me the details. I saw Burroughs recently at "Slabsides" and he is very anxious to see you again; spoke several times with enthusiasm of you.
