My dear Professor:-

Yours of April 25th, relating to the provision of the Sundry Civil Bill relating to Forest Reservations, is at hand. I will give the matter my most careful attention. The bill does not refer to any forest in California, and I am informed that the President will almost immediately issue another proclamation on lines that will more fully meat the approval of the people of the States where the reservations are established and which were made without due consideration.
