Jan. 8, 1910—Dear Mr Ballinger:I think with you that definite action on the Hetch Hetchy affairs had better be delayed until after the San Francisco bond vote.The outgoing administration is strongly in favor of the bonds for buying Spring Valley, as well as for those for the so called Hetch Hetchy system. But the incoming Labor Union Mayor McCarthy is strongly opposed to buying Spring Valley and it seems likely the bonds for this purpose will be voted down. Next week we shall know.Anyhow it is clear that as long as private claims are allowed in National parks, and robbers of every denomination, battles and squabbles will be endless.I'm glad you called for wide open all embracing investigation.
