[1901]My dear Merriam:I don't believe I could say anything new on this miserable sheep business if I should write till doom's day. The most discouraging thing about it is the tranquil comfortable apathy with which the leading men in the forestry department regard the matter, calmy asking the questions and discussing it in meetings and magazines.Still, the right justice must win at last.
