With the development of scientific technology and the societal process, the 4th Industrial Revolution is burgeoning. Data accumulation has made human beings step into the Big Data Era. Under Big Data times, the special attention should be given to healthcare data, which is directly pointed towards the psychology and biology of human beings. Whether the healthcare date could be collected, processed, analyzed and utilized, is not only related with personal health but also affect the social welfare.

The paper is themed around the legal regulation on healthcare data. Through analyzing the legal nature of healthcare data and the related legal issue, with the reference on the advanced experience from the related countries and regions on healthcare, the paper applied the theory of credit investigation system for the sake of collaboratively protecting the bundle of data rights and then proposed the suggestion for the legislation of healthcare data.
