This particular piece of double track is now completed within a few hundred feet of the waterfront in Stockton, California. The new charter under which Stockton is now governed forbids franchises of over 25 years duration. The S.T.&E.R.R. Co. franchise has about 47 years to run. This railroad enterprise (The U.I. Co.) wants more shareholders. It is an unusual opportunity since the road is about two-thirds completed and experimental operation has proven even better than was expected. After the opening of the "big ditch" in 1915 this waterfrontage in Stockton will have a remarkable value.
