p.1 [1][letterhead]Feb. 19. 1909.Dear Muir:I am sending the inclosure to leading Senators.I spoke on the subject before the National California Society of N.Y. after Waldorf two or three days ago & they voted a unanimous resolution against the Garfield grant. Before this was done Mrs. Grunsky rose and said a certain engineer had told her it wasn't necessary to keep off the public from the watershed. I didn't know who the lady was but I had previously spoke of Mr Grunsky as a distinguished engineer. I replied that I supposed she referred to Mr Grunsky but on such a subject I thought it was the sanitary & not the civil engineer who carried weight. The Society is going to stir up other State Associations to help.04443 [2]John Sharp Williams is against the grant as legislation by an executive department.Now I feel sure we shall beat them this session but the Phelan Committee will probably stay over indefinitely. But it isnt enough for us to defeat the joint resolution. We must gain the advantage of position by moving for the revocation of the grant by Congress, or by [moving?] for the appointment of a Commission. Whi[illegible] of the hearing on the 10" proposed one of three persons to be appointed by the President - non-Californians, the State to pay expenses. I think five would be better.Perhaps we can get Taft to revoke the grant. Ballinger it is announced is to be Secy' of the Interior. I'll try to reach him with our documents.I get clippings & comments on me in the Call & Chronicle but not from you. Keep me closely informed. Faithfully yoursR. U.
