COPY,November 15, 1906.Mr. Harsden Manson,2010 Gough Street,San Francisco, Cal.My dear Mr. Manson:-I cannot, of course, attempt to forecast the action of the new Secretary of the Interior on the San Francisco Watershed question, but my advice to you is to assume that his attitude will be favorable, and to make the necessary preparations to set the case before him. I had supposed from an item in the paper that the city had definitely given up the Lake Eleanor plan and had purchased one of the other water systems.
