This article of Mr. Dutcher's was "set up" in this form, with the intention of sending the same to all the [Agl.?] papers of the country, to serve as "copy"; it is just off the press. Just at this point (after letters had been written, and envelopes addressed to the [Agl.?] papers,) comes a letter from Mr. Lacey (Member from Iowa) saying that the bills in the Senate and the House has been joined, and the dual bill sent to a com. of conference this seems to be the critical time: so I wrote to Mr. Lacey and to Senator Hoar,02538
